Review of works in the field of ecology
based on Remote Sensing and GIS
on the territory of Central Asia and Kazakhstan

  The basis of the GIS project should be the master plan of the city. The first stage of thecreation of municipal GIS is the formation of the city electronic master plan, thedata organization in the database management systems (DBMS), and the installation of server on the basis of the akimat’s (city administration) GIS group. 

 

Ecology services

1. Environmental monitoring. With the view of monitoring of the ecological situation, samples are taken daily to assess the content of the polluting substances in air, soil,groundwater,surface water; and this is a huge amount of information. The best way to store, map, systematize and analyze the data is the Geographic Information System (GIS). The development of GIS and creation of the uniform database will ensure the quick query-based data access for different users and the completion of different types of analysis, statistics, and the formation of reports.

2. Pollution assessment. Using the techniques adopted in the Republic of Kazakhstan, it is possible to realize these techniques by means of computer with the help of GIS. All calculations, modeling and mapping are realized by GIS that should considerably increase the effectiveness and productivity of the solutions. In this case there is a technique for pollution assessment, which can be implemented with the use of GIS.

3. The modeling of the spread of contaminants concentrations in the air. As in the previous case, this technique is used in the Republic of Kazakhstan and it is also possible to realize it in GIS. The end user does not need to learn it and many formulas. The final product is a report and visual modeled map of the spread of contaminants concentrations in the air.

   

The realization of this section in the form of GIS will make this field more effective, will increase the accuracy and speed of thecalculations and the reporting documentation, will reduce the expenses for thestafftraining, and will help to find newregularities in processes, that might significantly increase the effectiveness of thesolution. 

Emergency Situation (ES) services

1. Network analysis. The planning of the access roads and the shortest ways. The given tools help to reduce the time spent for decision-making that might be of great importance for salvation of life.

2. Emergency Situation modeling. According to the approved techniques described in the developed applications, it is possible to model them or to accurately evaluate the damage and costs for the restoration and the liquidation works. In this case it is suggested to develop the applications according to the following techniques:

·         The accident consequences evaluation technique at the fire risk and highly explosive facilities;

·         The forest fire consequences evaluation technique;

·         The instruction on the organization of population protection in the case of anthropogenic and natural ES;

·         The technique of forecasting of the scope of contamination with strong poisonous substances in case of accidents at the chemically hazardous facilities and transport;

·         The recommendations on the development of population protection plans in case of accidents at the chemically hazardous facilities;

·         The guide to the evacuation of population in anthropogenic and natural ES;

·         The evaluation of the earthquake consequences.

 

3. The formation of ES database for analysis and preventive works aimed at ES liquidation and prevention.

4. The evaluation of flood consequences. The overflow areas, the underflooding zones, damage evaluation, flood modeling, planning of the liquidation and preventive works.

A definite advantage of the realization of these techniques in GIS is the visual representation of the area and analysis outcomes together with the results of calculations. That is the comprehensive analysis of the situation that undoubtedly will enhance the effectiveness of the made decisions and will reduce the time spent for obtainment of the information. The effectiveness of the taken measures and the reduction of time spent for decision-making are closely connected with the human lives.

1. The evaluation of workload for snow cleaning. With the help of GIS tools, additional developments, the remote sensing data and the data of meteorological services, it is possible to create the application for the evaluation of volume and cost of snow cleaning. The experience of GIS application shows that the use of all these technologies should reduce the expenses due to the control of workload, the quality of work and accuracy of the estimated workload.

2. The coordination of the city road services. The planning of road works, exploitation and maintenance of highways.
