The Barsakelmesskiy State Natural Reserve

 

The technical and economic assessment of the territory expansion of the Barsakelmesskiy State Natural Reserve is executed by the CRS and GIS «Terra», within the limits of the project «Working out of the natural-science and technical and economic assessment of the territory expansion of the Barsakelmesskiy State Natural Reserve » in 2004.

 

The Barsakelmesskiy State Natural Reserveis located in the Aral district of the Kyzylordinskiy region. The cluster areas of territory expansion are in northern part of the east coast of the Aral Sea, including: Barsa-Kelmes Peninsula, outliers (former islands ) — Kaskakulan , Uzunkair ,the drained surrounding territory and a new (small) delta of Syrdarya River. The nature reserve has an area of 172070 hectares, taking into account an expansion , and consists of three cluster areas:«Barsa-Kelmes», «Kaskakulan», «Delta».

               On the territory, the protected area with the limited access to the local objects of demonstration (113 000 ha)is allocated on the areas of: Barsa-Kelmes ( a former territory of reserve with standard zonal ecosystems of the real deserts, and also modern draining); Kaskakulan ( saxaul tangles, the sources of drinking-water and of the basic inhabitations of the koulan); the central part of the «Delta» area is – the water-marsh grounds .Around of each cluster area, the protected zone is allocated (59 070 ha),for development of the ecological education activity  and ecological tourism.

On the territory of reserve, in accordance with standards, 8 patrol areas are foreseen. The project of expansion is foreseen the increasing of the staff of reserve on 43 persons.

The central homestead is situated in Aralsk town .The project foresees the construction of a new administrative building of the reserve here, of the industrial-economic base and improvement of the territory. An administrative department, a scientific department, the museum of nature, a library, will be placed in building.

The reconstruction of a seasonal cordon and building of 5- new one with utility structures is planned on the area of «Barsa-Kelmes». Close to cordons, the setting of subsidiary buildings is foreseen :a wind engine, observation towers, solar stations for water heating, water tanks, gas tanks, gasoline storages .Also on the area of «Barsa-Kelmes» it is planned the building of: a parking place, a heliport (the reconstruction of old one); drilling of the 2 potable water wells(800 m.).

The water-supply analysis, the calculations of water use and drainage, power supply and heat supply, the recommendations according to sanitary purification are given in the project. All calculations are made in accordance with the Republic Construction Regulations.

              It is foreseen in project the necessity of creation of the material and technical bases, consisting of the fixed and circulating assets to the total sum of 14 871,2 thousands of tenge.

             In connection with the expansion of the area of reserve in 10 times, the complex of measures is foreseen on the guard of the air pool, the sources of waters, the soil and vegetable cover, fauna.

            The basic directions, the aims and tasks of scientific researches are assigned in project, in terms of the specific environmental conditions of territory, landscape and biological variety. The methodological and methodical bases of organization and carrying out of the researches, a keeping of the scientific documentation, are expounded. The basic stages of works are defined, also, first of all, the assessment of the present state of ecosystems ,the inventory of biodiversity of flora and fauna, creation of a series of the subject maps of the inventory and evaluation types ,development of primary measures of the nature protection and the further monitoring, the nature chronography , are defined.
